Congress
The EUROSAI Congress is the supreme body of EUROSAI. According to articles 5-9 of the Statutes, the Congress is composed by all members of EUROSAI (through their Heads or their duly authorized representatives). It meets in ordinary session every three years.
The last Congress (XII), initially scheduled to be held in person, in Israel, was finally held online, on 27-28 May 2024, focused on the theme “Sharing minds = Greater SAIs”. A “post-Congress” in-person meeting with thematic sessions of technical content, is already being planned for 2025, if feasible.
The next Congress (XIII) will take place in 2027, hosted by the SAI of the Slovak Republic, under the theme “Sustainability and promoting diversity”.
Tasks and duties of the Congress
According to article 9 of the Statutes, the Congress shall have the following powers and duties:
- To establish guidelines necessary to attain the objectives of the EUROSAI.
- To approve the reports of the other Organs of EUROSAI on their respective activities.
- To approve proposals submitted by one or more of its members or by the Governing Board.
- To approve:
- The budget for the period between two ordinary Congresses.
- The contributions of members, in compliance with the provisions of article 16.
- The accounts of EUROSAI.
- To create technical commissions and study groups and determine their functions.
- To elect four members of the Governing Board.
- To choose the country in which the next ordinary meeting of the Congress is to be held.
- To modify the Statutes of EUROSAI, on the proposal from the Governing Board or one-third of the EUROSAI members, by passing a resolution of the Congress by a two-thirds majority of those present, in which case the proposed modification should be sent to the members of EUROSAI 30 days in advance.
- To draft its own rules and regulations.
- To appoint the Auditors of EUROSAI, in accordance with article 15.
