SAIs can contribute to the dissemination of the institutional culture of integrity not only through audit activities but through other means as well, for example by their advisory activities or by implementing integrity related surveys. It is well known that several European SAIs -among them the State Audit Office of Hungary- implement one or more among the following activities besides their auditing activities:
A) Advisory activities:
B) Integrity surveys and the assessment of the integrity situation of public organizations:
In the framework of the project SAIS implementing the above mentioned activities successfully would share their experience with SAIs intending to do something similar. It might have the form of making available the materials (studies, questionnaires, training curriculums), or creating bilateral or multilateral cooperation.
As the first step of the project the creation ofan on-line marketplace for integrity projects seems to be reasonable, where SAIs may put the short description of their integrity products. After that SAIs interested in the product can register for additional information and technical assistance. Upon the interest the effective work will be organised in a bilateral or multilateral manner e.g. in the form of consultation, workshops, seminars.
The effectiveness of the project could be measured by the volume of experience shared among the participants or by the number of the initiatives and programs adopted by the participating SAIs.
