IntoSAINT Moderators Training

Background and objectives

IntoSAINT1 is INTOSAI’s integrity self-assessment tool, designed to support SAIs in assessing and strengthening their organisational integrity.

As model organisations, SAIs should set the standard for good governance and best practices in the public sector, playing a key role in maintaining trust in public administration. In this context, the integrity of SAIs is fundamental. IntoSAINT specifically contributes to strengthening the integrity of SAIs and, more broadly, public administration.

The IntoSAINT tool is implemented through self-assessment workshops facilitated by trained moderators. These self-assessment workshops result in a management report that identifies the key integrity risks and vulnerabilities, along with recommendations for improvement. Additionally, the IntoSAINT workshop raises awareness of organisational integrity among SAI staff and management.

EUROSAI has a pool of trained IntoSAINT moderators, but several have since left the SAI community. The last training was held in 2017. Due to the COVID-19 pandemic, no IntoSAINT workshops took place for several years, but they have recently resumed2. Additionally, the tool has been digitised and updated with a stronger focus on organisational integrity. As a result, there is a need to train moderators in the updated IntoSAINT version.

To expand the pool of qualified IntoSAINT moderators in EUROSAI, the Netherlands Court of Audit, in collaboration with the National Audit Office of Norway and the Court of Accounts of Romania, is organising an IntoSAINT moderators training in 20253. The training will equip participants with the necessary skills and knowledge to facilitate IntoSAINT self-assessments effectively.

The objective of the Project Group is to build the capacity of SAIs in EUROSAI by training new IntoSAINT Moderators. Ultimately, this will contribute to enhanced integrity and governance structures within SAIs across the EUROSAI region.

The objectives of the IntoSAINT moderators training include:

  • Train moderators in the theoretical and technical aspects of IntoSAINT.
  • Develop practical facilitation skills for conducting IntoSAINT self-assessments.
