Building capacity of Supreme Audit Institutions means developing skills, knowledge, structures and ways of working that make an organisation more effective, building on existing strengths and addressing gaps and weaknesses.
EUROSAI is committed to facilitating the development of strong, independent and highly professional Supreme Audit Institutions.
EUROSAI has therefore adopted “Capacity Building” as the first goal within its Strategic Plan for 2011-2017.
The goal is accompanied by a Goal Team consisting of representatives of the EUROSAI members, who has the responsibility to advance EUROSAI’s work towards achieving the goal.
Key activities
During the 2011-2015 period, several outcomes have been met in order to improve Capacity building (CB). These outcomes were achieved and guided by the laying out of GT1 strategic goals. Some of these outcomes resulted in the relevant main publications that can now be consulted online.

Product review of GT1. (as of April 2016)
To identify good CB practices, the final version of success stories has been issued.
To identify relevant materials andf information on new professional development a Knowledge database has been issued.
To make use of the opportunities offered by information technology, a list of identified e-learning modules has been issued.
To promote innovation within EUROSAI, four volumes of booklets have been issued respectively in 2013, 2014, 2015, and 2016.
To take active steps to strengthen and support SAI independence a questionnaire has been circulated and analyzed in order to compile a booklet as a result of the Independence seminar. All documents related to the seminar (including the evaluation form) are to be found in the training section and in the 'Material and documents' section.
