The audit assessed the identification, outreach and rehabilitation efforts targeting young people not in employment, education or training (NEET youth). There are a few risk indicators for the identification, but there are no clear-cut indicators for NEET status. There are regional differences in outreach activities, and young people in the most vulnerable position are the most difficult to reach out to. Raising the compulsory education age to 18 years has improved the possibilities of the municipalities of residence to reach out to young people who have dropped out of education. The Nuotti coaching, organised by the Social Insurance Institution of Finland (Kela) and targeted at NEET youth, has to some extent increased the number of young male participants pursuing further studies. The National Audit Office recommended developing methods to direct young people who have received social assistance for a long time more efficiently to services. The NAOF also recommended increasing cooperation between Kela and the social welfare services of the wellbeing services counties and ensuring that young people who have dropped out of education receive the health and social services they need. In addition, the NAOF recommended that low-threshold services, such as the Nuotti coaching, be continued.
